Jesper is used to being called on, regardless of the hour, occasion, or potential for inconvenience. He's used to the orders that came with being Kaz's second--he isn't used to being asked. Kaz Brekker does not ask if you're busy, he merely assumes that whatever (or whomever) you may be busy with isn't worth his concern and that you'd take up whatever task was given.
So it takes him a moment to respond, if only because it throws him off the expected routine. He had a feeling this talk was going to do that for the course of it.
